If you just want to distribute between two IPs, round-robin load balancing is very straight forward to set up, details here, Round-robin DNS · Cloudflare DNS docs
If you want a more sophisticated approach with weighted load balancing, you can’t use duplicate DNS records as they don’t support weighted distribution, that’s where you’d need the Load Balancer service (which is sounds like is what you have subscribed to), details here, Cloudflare Load Balancing · Cloudflare Load Balancing docs. If you don’t need the more sophisticated weighted approach, you may want to cancel the subscription before March 25 so that you are only charged for one month.
