Not all banking systems are that good at distinguishing between different transaction statuses.
What you see is most likely not an actual charge, but simply an authorization (e.g. a permission) for Cloudflare, that allows Cloudflare to charge up to that specific amount.
Most often, they will appear as a “reservation” or “pending”, until the seller is claiming the funds.
A pending transaction means that the money have been reserved, but not yet taken (completely) away from your bank account.
A transaction will remain in a such pending / reserved state, until:

Cloudflare says “Yes, we want the money now”.

The reservation expires, according to your contract with your bank and/or card issuer.
Most often, such reservations will expire automatically after 30 days, but the actual time frame may be depending on the contract you have, with your bank and/or your card issuer.
