This is not a connectivity issue: the site’s operator has chosen to block you.
If you feel the blocking is in error, then reach out to the site’s operator through some other means (email, social media, etc).
Cloudflare only provides the security tools, but website owners have full control over how they choose to configure these tools, and Cloudflare cannot override their customer’s security configuration.
