Youtube video not playing "Video Unavailable" with Cogent as ISP. w/ WARP all good

What is the issue you’re encountering

When in the Chicago Office, Cogent as ISP, not able to Play video on Youtube, regardless of the browser… All good if using cloudflare WARP, just don’t have it on all the computers in the office.

What steps have you taken to resolve the issue?

Restarted computer. Cleared Browser Cache, again all browser have the problem, Mac and Windows.
Was thinking either issue with Cogent or Public IP reverse lookup. Not sure why Youtube will single out Cogent Public IP address. If I enable WARP without changing anything else it works. So I’m think DNS issue.

What are the steps to reproduce the issue?

Load any browser at the office and Youtube video will not run. Browsing YouTube.com not a problem just the video will not play and says “Video not available”

Cogent our ISP has said this is a known issue.

Since we are a Google Workspace account, there are restrictions you can apply to your users/students. Option 1 is DNS, Option 2 is HTTP header, 3 is Chromebooks:
