My site was ddos-attacked from 12 July this year, but your service did not block this attack. Why did this happen?

Cloudflare doesn’t block everything by itself - do you have a paid plan and the WAF enabled? Did you enable Under Attack mode? Did you create firewall rules based on the patterns of the attacks to block/challenge some visitors?
My site have a paid plan Pro. How can I enable attack mode? Right I think that in this mode real users will be blocked?
WAF is automatically activated when switching to the tariff plan Pro? Or should I specifically WAF somewhere to activate?
