Might need to set Admin area to SSL as well via wp-config.php file, if not already.

See here the steps for troubleshooting, setting the correct SSL option at Cloudflare, adding SSL certificate or creating one at Cloudflared, therefrom making sure the WordPress is working over HTTPS:

Strange May I ask have you tried using a different Web browser, or tried clearing your Web browser cache? How about using a Private window (Incognito mode) or a VPN connection if possible?
