Wrop IP location by cloudfare

Hello,

I have this website https://labycartech.net. This is accessible only from Italy, Malta, and France
I’ve already set the firewall rule to do this.

By the way, I’ve got a problem with this Ip address: 51.68.126.232
This IP address is located in France

But when I try to access the website from the server with this ip address I get the error message “Access Denied” because Cloudflare thinks that this is an United State IP
But this is wrong.

Why Cloudfare do this?
