We suspect that there must be some filtering or usage of obsolete databases for the geolocation of the following IP blocks that we use:

Do you know how we could delete the current filtering or take measures to enable our clients to use your services (whitelisting for instance) ?

Cloudflare use MaxMind, so you can submit updates directly to them. Updates can take a few weeks.
Cloudflare provide tools for website operators and any decisions on what to allow/block/geo-restrict etc. are made by the website operator. So in the example you gave, contact PKW if you need them to change their access control policy.
