Where you are being routed to, depends on your ISP’s decisions, including their peering arrangements with Cloudflare, and whether these peering arrangements (if they have such) are done locally or far away.

If your provider from Bangladesh does not want to peer with Cloudflare within Bangladesh, and is only peering with Cloudflare in e.g. Singapore, then traffic from that ISP will be sent from Bangladesh and to Cloudflare’s PoP in Singapore.

You can however contact your ISP, and request that they set up a settlement-free peering with Cloudflare within your own country, or at least, somewhere closer than Singapore, if locally within your own country isn’t an option for them.

ChatGPT will be an Enterprise customer so likely Cloudflare is having to pay your ISP, or a peer, for that traffic. That’s not sustainable for free plans so your ISP is sending your traffic to Cloudflare down their cheapest alternate route. Complain to your ISP that they should peer directly, and for free, with Cloudflare.

I contacted my ISP. but I tested with few other ISPs and most of them do the same thing. It’s not possible to contact every single ISP. What can I do in this situation?

Cloudflare routing decisions can also be based on bandwidth, pricing and capacity. So Cloudflare may choose to only advertise certain tiers of service domains in particular colos or to particular networks.
