2. add rules in WAF to skip optimization

When you disabled Cloudflare proxy did the issue go away?

The error you are seeing is a WordPress error, but it can be triggered by errors that have nothing to do with the size of the image. If you open Developer Tools in your browser of choice and perform an upload do you see any errors?

Yes, as I see after disable the proxy issue solved but with proxy it’s not solve.
