With my Android apps I’m unavailable to access content on my websites while cloudflare routing is enabled. As soon as I turn off the routing the downloads start right up. I have tried turning off HTTP2. I have security disabled and browser integrity disabled using the page rules with the direct link of the download. Any of my websites that’s routed with Cloudflare take forever to load. It started recently without any settings changed.
What exact Android version(s) are you seeing these issues on?
It’s happening on my device and my customer’s device
That doesn’t answer the question of which version of Android you’re running.

Traffic is not blocked it’s just to a complete crawl. And it’s not happening to all applications. Just the out-of-date applications. Like say Kodi 19
Then update your applications, and take your OS the same way?
I believe the mention of Kodi raises some suspicions:
Are you on an Enterprise plan with Cloudflare?
If not, I would suggest you to check your email, as you likely have received an email at some point.

Mine is 11. I think my customer’s is 12. I have a website that host apps and XML files. Downloading a 200 MB APK takes 10 mins or more while it only takes secs without cdn
The only emails I see are invoices or cloudflare bragging about how much data they served for me
