These countries have restrictions on IP addresses. In Belarus, for example, servers should be located only in their country.
Cloudflare doesn’t have control over other countries’ censorship. But it’s a safe bet that a determined government can block access to all kinds of things.
And in Kazakhstan’s case, it looks like they’re intercepting all web traffic and requiring citizens to use that country’s SSL certificate because of this.
