If i purchase the 5$ per month SSL certificate on my FREE Cloudflare account, will I get a permanent static ip dedicated address for my website?
Nobody gets a dedicated IP address (besides when using Cloudflare Spectrum for non-HTTP applications), even with the Business/Enterprise plans.

A dedicated certificate gives you a dedicated certificate and thats it. -> https://support.cloudflare.com/hc/en-us/articles/228009108-Dedicated-SSL-Certificates
It wont be shared and comes with your domain in its common name and a wildcard for immediate hosts.
