No, the CDN is free.
Review Cloudflare’s Terms of Use. If you aren’t violating those, then no. If you’re providing a service which would run afoul of those terms (streaming, file downloads, image sharing websites for example) then you would want to purchase the appropriate services from Cloudflare related to those activities. Bandwidth usage alone isn’t a reason a customer would be flagged, but in my experience it’s pretty rare a website has a forum related to warcraft mini-figure painting hobbies that has 50TB of bandwidth usage.
