Wifi access to web on Cloudflare that is not working in Dubai, why

We are using Cloudflare Pro

Our problem is that all the below websites cannot be reached from a number of different company Wifi or hotspot networks in Dubai, we have not experienced this anywhere else in the world before.

It seems to work if you are accessing the websites from the fixed internet line

Sitecore, iis, Azure

Is there any configuration that we are using on Cloudflare that is not working in Dubai with the government firewall?

Which error message do you exactly get? Can you open any other site on Cloudflare (e.g. Cloudflare.com)?
