Why mobile data providers are blocking my broadband public ip

I have discovered when using mobile data I cannot connect to my self hosted website, and some other mobile providers in other countries are not able to connect to my self hosted website. I used online trace route tool ip2locations.com and I succcessfully was able to reach the gateway of my wan ip provider.

if this is the case self hosted website wont open on mobile data internet browsers.
Please help.

Is your website on Cloudflare?

well, my self hosted website is using noip ddns as I have dynamic ip, so cloudflare is not letting me add to it !
