when ever I check my website performance, it give me some grdi like 30 % and 50% in the first and secound time but in the therd time it changes to 94%.
what config should I change to it allway be 94% ?

A simple explanation is that perhaps the first time the assets (or perhaps the entire page) were not cached by Cloudflare (and maybe even the origin server), so it took longer for your CMS to build the page from the database, hence the poor performance score.
The subsequent times the assets were fully cached, optimized, and served from Cloudflare CDN, hence the much-improved performance score.

I agree with you ,it happens every 2 hours. it is any way to set cache time to maybe 1 day or more ?
