I’m curious if there’s a performance or security reason behind this? I’d like to have things configured optimally but redirect quotas are account wide while page rules can be domain specific thus giving me more of them available when my account has many domains with rules needed here and there.

The reason is that Page Rules are about to be deprecated, so you don’t want to depend on something that will eventually be made unavailable. Of course you can make use of them for as long as they are still running.
We’re replacing Page Rules with four new dedicated products, offering increased rules quota, more functionality, and better granularity. These products are available immediately for testing. Page Rules is not going away yet, but we do anticipate being able to formally begin the end-of-life process soon.
