Why do some Universal SSL include sni.cloudflaressl.com and are issued by Cloudeflare CA, while others are not?

Some websites have a certificate issued by Cloudflare’s own CA and inslude the sni.cloudflaressl.com as one of the Subject Alternative Name, while other’s are issued by Sectigo, Google or Let’s Encrypt. The ones issued bty Cloudflares are not the old Shared ones, but they only include a particular single domain. Why is that?
