Why do Page Rules force lowercase on target URL

When i create a 301 forwarding page rule, CF forces the destination URL into all lowercase. This causes a problem because the querystring params contain mixed lower/upper case, and when forced into all lowercase, results in a 404 on the forwarded URL.

Per W3C recommendation/standards, only protocol and host in a URL should be case insensitive, while rest of the URL (path and params) should be case sensitive.

If Page Rules do not support lower and upper case in the URLs then it really limits the usefulness of this?
