Files that aren’t used often are evicted from the cache to make room for more active files. And each edge server has its own cache, so visitors who are first to that edge server won’t get a cached file.

You can try adding a Page Rule to match: example.com/* and add a setting for Edge Cache TTL to 1 Month.

Again, files not used often will get kicked out of the cache. With only 2177 hits in the last day, that might not be enough to keep your files in cache.
