Why am I unable to add this domain to my account? I haven’t missed any payments.

The answer seems to be in the error message. It’s a billing issue and you’ll need to reach out to the Support team on a billing ticket.
If you already have a ticket, Support will respond to you on that ticket. Questions about billing will need to be resolved by the Customer Support team and cannot be resolved on the Community.
