I want to allow list a specific URL to ensure Cloudflare never restricts or blocks access to this url? Is it possible?

Yes, you can create a WAF Custom Rule to skip security features for certain URLs. The following rule will skip all WAF components, but it may be a good idea to only skip those that are causing issues.
