When is the isRejectQueue property enabled?

I am setting up a custom page for the waiting room.
There is the if clause of “isRejectQueue” in the default template.

If “isRejectQueue” is enabled, you will see the message “The page you are trying to access is currently unavailable. We apologize for the inconvenience.”

When will this “isRejectQueue” take effect?
