When is Prefetch URLs from manifest.txt triggered?

Hello I would like to know when the fetch is triggered for the URLs in the manifest.txt file described for Prefetch URLs · Cloudflare Speed docs . Does it happen at some time interval, does it happen for all URLs each time, or does it happen for stale items only? Whats the scoop?

After configuring a manifest.txt we saw in the access logs that requests to the links posted in the manifest.txt triggered once a day at around 6 am.
