When I try setup a new domain I get an error (Code: 1323)

when I try setup a new domain I get an error: Make payments for your unpaid invoices to proceed. Your account is locked due to the unpaid invoices. (Code: 1323)

I didn’t have any active subscription for months therefore I’m not sure why that invoice even exists. can someone clarify please?

I’ve tried to create a support ticket but I didn’t get any reply yet.
