What steps have you taken to resolve the issue?

I have never used such a bad service as cloudflare.
They may offer some nice free services. However the company i work for just signed up for $2400 a year account. And we cannot get any support what so ever!
The ticketing service has been down for a month according to one screen.
Nobody will talk to you. The sales lady stop responding once we paid.
There are so many flaws with the website and it cant remember who you are when you go to a new page.
But the lack of any support is just unacceptable for a massive company like this and the price they are charging for a subscription.

I get 24/7 live chat with my £12 web host.

The company seems to have 0 intention to fix or even address this issue.

What are the steps to reproduce the issue?

Buy cloudflare and hate your life

Cloudflare is very much a self-service platform, even on Enterprise subscriptions that bill thousands of dollars per month. From the limited information that you have posted, there is little guidance that can be offered.
