What user role that is not Admin allows Development Mode?

What is the issue you’re encountering

I have been given limited access to our work Cloudflare account, and have the Cache Purge role, so I can empty the cache, but I need to also be able to use “Development Mode” to temporarily bypass the cache. What user role will allow me to do this, that is not any of the “Administrator” roles? Thanks!

It seems the “Development Mode” toggle only allow when you have any Administrator role (not read only).
