What should you do if a human is determined to be a bot?

If a human is determined to be a BOT, will the BOT determination be automatically canceled? Or contact your service provider?

The choice is up to you, the documentation recommends using some other mean of verification (maybe hCaptcha which has more friction?)
The judgement by Turnstile does not depend on the IP address of the visitor, so advising users to contact their ISP wouldn’t help at all. If you do want to offer advice instead of using a different CAPTCHA as fallback, you should tell them to use a different browser or incognito mode since unusual browsers or extensions can interfere with Turnstile.

From the documentation:

you must verify the visitor’s authenticity by other means.
