What does the free account give you in relation to Images?

I’ve been told that Cloudflare free plan does not serve images, and certainly doesn’t resize or convert to WebP, is this true.

That is incorrect.

Image resizing is available on Business and Enterprise plans as an additional paid feature. https://support.cloudflare.com/hc/en-us/articles/360028146432-Understanding-Cloudflare-Image-Resizing#12345685 and WebP conversion is available on all paid plans.
