We're Hitting Rate Limits - Is Load Balancing Required? Or Something Else?

Hi guys.

When doing a Nextjs Build, we’re hitting Cloudflare rate limits - This causes a 429 code.
We’re currently building 130k pages. The build speed varies; the highest I’ve seen is around 520 pages per second.
We’re struggling to fix the issue. We have allowlisted our Server’s IP in WAF,

Can anyone advise how to fix this in Cloudflare. Do we need to add the Load Balancing feature? Currently, there is no load balancing setup on Cloudflare. Or is there something else we need to do?
