"Weird timeout issue" is back

Hello, I’m from Austria and seem to be having the very same problem that the users of this topic had: Weird timeout issue

I get a timeout when trying to connect to those websites which seem to have Cloudflare services enabled:
poedb.tw
filterblade.xyz
pobb.in

All those websites seem to be hosted on the same subnet 188.114.96.0/24 and 188.114.97.0/24.
When trying to connect via a VPN I can connect without issue. My ISP is called Magenta and the last node before the target host is 185099072070.public.t-mobile.at.
