Weird Public IP Issues

We are hoping someone has had this peculiar issue in the past and can point us in a direction for diagnosis.

We have BT Wires Only fibre with a block or Public IP’s.
We have been using an IP dedicated to us, lets call it 1.2.3.221

Starting Wednesday (20/03/24) morning, some services stopped working. Mostly authentication services. Some websites would load, but no images or formatting. Most websites would load, only after a cloudlfare “checking that you are human” (automated) window - When we have no issues, this either happens so fast we cant see it, or it doesn’t at all.

During troubleshooting, we switched to another IP (end of the range), lets say 1.2.3.235.
This resolved our issue and we assumed the IP was blocked somewhere (even though we could not see it on any blocklist anywhere). We worked on this IP for most of Thursday and all of Friday.

Come first thing this morning and 1.2.3.235 now has the issue that was on 1.2.3.221 before.
Switched everyone back to 1.2.3.221 and the issue is gone.

It would seems that something internally is causing our public IP to be added to some kind or NON-public blocklist and we are having a hard time finding out what it might be.

Have you checked on places like https://www.abuseipdb.com/

We have seen a massive rise in attempted attacks, particularly distributed attack attempts, from mainstream UK ISPs such as BT, Vodafone, Talk Talk, on our UK sites - probably a lot more people are blocking or challenging BT IP’s ? We certainly do
