Checked DNS settings, Cloudflare IP addresses are resolving correctly. Verified from multiple locations in Russia. Other Cloudflare websites are accessible in the same region.

What are the steps to reproduce the issue?

1. Connect to a network located in Stavropol region, Russia.
2. Try to access testszondi.ru, seideth.ru, or testachtnich.ru without VPN.
3. The websites either time out or show browser error messages.
