Website not served from closest pop

My issue is i’ve been observing latency issues of our website for months and when i trace it shows that the traffic is serving from singapore instead of Pakistan, we have 3 pops here in karachi, lahore and islamabad.

at current it is serving from amsterdam i think, pakistan to singapore latency is very high and now it is amsterdam

isp is in karachi, website is hosted in karachi, pop is in karachi there are two other pops nearest to the cities and it is serving from far far away.

it is one more website hosted in karachi, majority of the time it is serving from karachi but currently it is serving from islamabad

one month ago i also see speed.cloudflare.com testing from singapore but now it is testing from karachi

I think it should have to be something with ISP peerings, etc.
