When it first occurred it showed Error 521 and in a few hours it changed to Error 503.

That’s not a Cloudflare error page, and that switching from 521 → 503 sounds like your origin/host behind Cloudflare was having issues and then resolved them. That Service Unavailable page is Wordpress I think? Eitherway I would contact your actual website host for more information on that outage. Cloudflare just passes requests through to your origin/the actual web host and provides caching/security/etc.
