The error you see is not from Cloudflare, but from the hosting service, that is behind Cloudflare.

As it is a 403 Forbidden error, I would dig deeper in to the hosting service you use, and ensure that none of the Cloudflare IP addresses are being blocked and/or rate limited in any way.
