The website need to have access from all over the world but it seems that it’s being blocked, but there is no WAF rules for that

checked to see if there is any block from the host or here, but there isn’t any.

Hello!

Did that generated logs and CF block screens? If no, then probably is Kuwait ISPs or/and government blocking Cloudflare IPs or your website especially. Unfortunately, this kind of thing is becoming more and more common around the world.
