I have website ,I want to use WAP and insaw its showing 20 page rules,what this mean, Recently my site got deface and i restore my cleaned backup.Please suggest me which things i need to do to protect my website.

Do you mean WAF? The Web Application Firewall?
The Page Rules are for turning Cloudflare features on and off for different parts of your site. You generally don’t need this for the basic protection a WAF offers.
I don’t use Joomla, but a Firewall plugin such as RSFirewall would be a good first step.
