Want to create a subdomain and point to another ip

Hi Everyone there for support,
I want to create a subdomain and point it to other IP. Kindly guide me how to can I achieve this.
for example my domain is

(test.com) and its subdomain was ( feeds.test.com) and want to point this subdomain to third party IP address.

Please need help ASAP.
