What are the steps to reproduce the issue?

I discovered that the domain usechacc.xyz and getchacc.click is redirecting traffic to my website chacc.co.uk. This domain does not serve any content but redirects directly. I want to create a Web Application Firewall (WAF) rule to block similar spammy redirects while ensuring legitimate traffic is unaffected.

Create a rule with Referer is in “usechacc.xyz” “getchacc.click” then block

Just remove the Hostname fields from your rule. The Hostname should be YOUR domain and is not needed in this case.
