Need to know how we protect application other that http or https using cloudflare WAF and can we protect only public IP with no FQDN?
You would need to have an Enterprise plan with Cloudflare Spectrum added-on. The WAF in that case is limited just to allow/block with IP access rules.
No, since traffic goes directly to the IP address and not through Cloudflare (unless your public IP is from Cloudflare Spectrum or BYOIP).
