WAF geo restriction rule is blocking my IP address

What steps have you taken to resolve the issue?

This WAF rule blocks traffic from outside the US and Canada. I am located in the US but the WAF rule blocks me. When I look up my home IP address is shows as my ISP (Verizon) with AS 701. However, the WAF event with this Ray ID shows my IP address correctly but with AS0, for “Unknown states, other entities or organizations”. If I exclude AS 0 in the WAF rule I can work around the issue, but this isn’t a long-term solution.

I am not using a VPN or any kind of proxy. Why is Cloudflare classifying me as outside the US?

Was the site working with SSL prior to adding it to Cloudflare?

The issue is happening on every device on my home network.

It appears MaxMind doesn’t have my public IP in its database despite it belonging to Verizon. I submitted a Geo IP correction request and will report back.
