I created a custum rule to skip by IP address but it is still blocking every request from a legitime IP

Check the order of the skip rule you created for your IP address, make sure it is placed above other rules.

If this is for a residential IP address, make sure the Custom Rule skips both the IPv4 and IPv6 addresses.

Also, go to Security > Events and check the logs for requests that have that IP. The event panel should show which security feature is blocking it. It may be that it’s a service not skipped by your rule.
