May I ask if you’re doing this via command line/terminal?
If the URL doesn’t open in your Web browser, it could indicate possibly your anti-virus/Malware software blocked the request. However, you should see it in the console and can copy-paste then open it in the Web browser.
Otherwise, you have issue passing the Zero Trust page where the PIN code doesn’t come to your ProtonMail mailbox?
If so, may I ask if you’re added as a team member to the Zero Trust team?
Possibly the Policies you’re using, or the team, might have to be cross-checked.
May I ask if you’re receiving other emails from Cloudflare, or not?
I am sorry to hear this happen. It could happen that your e-mail address is on the suppression list.
May I also ask if you’re successfully receiving other emails from Cloudflare to those particular e-mail addresses?
May I ask if the email address onto which you’re not receiving verification emails is the same for your Community account and Cloudflare account, or you’re using a different one? (please don’t share it here publicly)

It looks as though you have pointed me to the right spot. When I look at the list of users under Zero Trust I see two. Neither of these accounts is configured with the email address I want to use. I would like to delete one of them and the other one I would like to change the email address. I can see how to delete a user but I don’t see how to edit one. Do I need to create a whole new user and delete the exiting two?
Well there doesn’t seem to be a way to create new users. I must be missing something. I’m not sure why it’s so difficult to edit an email address or create a new user.
