I am having trouble getting Vaultpress to connect to my site.
I have tried to follow the following one guide of support Cloudflare
But it does indicate that Vaultpress IPs be added to “Cloudflare Threat Control.” But such a section does not currently exist and I don’t know what to do.

I’d believe you’d have to specify the IP range and add it to Security → Tools → IP Access Rules with the action “allow” for your Website.
Except, IP Access Rules accept only /16 and /24, so we’d have to split it to multiple ones.
Or instead, you could try add the following from below to a Firewall Rule:
192.0.64.1/32
192.0.64.2/31
192.0.64.4/30
192.0.64.8/29
192.0.64.16/28
192.0.64.32/27
192.0.64.64/26
192.0.64.128/25
