Using Create Rules to block countries

Hi, I’m new to Cloudflare and also a novice when it comes to IT. I run a website about the Manchester Regiment in WW1 and recently we have been receiving massive amounts of traffic from all around the world. As a result our host company has suspended our account because we have exceeded our limits. On advice, I have installed Cloudflare servers and, as a temporary measure, have created a rule to block all other countries other than UK. This seems to have solved the major issue, however one of the website moderators is based outside the UK. Is there a way of creating a rule to block the country but allow him to access the website, e.g. allow his IP address?

Any advice would be greatly appreciated.
