Please add “Allow” option to
Security > WAF > Tools > User Agent Blocking
to allow ad quality user agents (dv, moat, ias).
May I ask have you tried using Firewall Rules? 
We can create a Firewall Rule and allow the User-agents which contain a part of them.
Expression:
(http.user_agent contains "dv") or (http.user_agent contains "moat") or (http.user_agent contains "ias")

As far as I know, firewall rules do not override Bot fight mode blocking…
Then I’d recommend reading below article:
I’d either try to catch and determine the IPs using those user-agents and allow them, or disable BFM in that particular case.
As far as order & priority neither for “User Agent Blocking” feature
And, unfortunately the mentioned user-agents aren’t yet being added to a verified bot list:

This is why I asked for an option to allow user agents in Security > WAF > Tools > User agents blocking
I can’t use IP access rules for these user agents.
