Last time community talked about this topic was in Jan 2023. From the last post looks like it is possible to use free plans for commercial reasons. Is anything changed since almost 2 years ago?

You may find Cloudflare Self-Serve Subscription Agreement here.

If you read the section 2.2.1 Restrictions, you will see that there is no restriction on using the Free Plan for commercial use.
