Thats the browser integrity check. You can either disable it at https://dash.cloudflare.com/?to=/:account/:zone/firewall/settings or - if it is just a few IP addresses - also try to whitelist the addresses in question.
Of course you could also change the request you are sending so that this check does not fire. It might be the Jakarta user agent in this case, though I am rather guessing
